The authors have presented the experience of Kazakhstani universities in the integration of

science, education and production, affecting the quality of training of future specialists. The article is of particular interest in terms of the formation of future specialists for light industry, taking into account the modernization of production technologies and the formation of National clusters. The strategy of entering of Kazakhstan in the number of most competitive countries in the world has become a priority for the national idea of the society development. It poses new challenges to modernize the system of professional education of future specialists. The main factor of higher education upgrade is the demand of economy development and social sphere, science, engineering, technology, labor markets, as well as the future needs of their development, including international tendencies. The system of higher education in Kazakhstan is becoming dynamic and able to respond adequately to accelerating world processes of globalization and informatization. Today in the foreground, there

are new requirements, which are innovative education integrated with intensive research activities, interdisciplinary of education and research, close link of training with industry customers and economy. The authors present the experience of implementing innovative methods and technologies of training in Kazakhstani higher education institutions, which promote effective preparation of clothing designers for modern production. The competency approach in modeling of training future fashion designers - specialists substantiated. Keywords: innovation, national clusters, professional training, design education. Introduction The strategic goal, set for higher education in Kazakhstan, is to create conditions for an innovative economy by means of quality corresponding to modern world standards of education and professional training of the twenty first century. In this regard, the current stage of reformation of higher professional school in the Republic of Kazakhstan, development of

educational process in higher education imposes entirely new requirements for innovative renewal of its organization, content and methodology. 241 Vol. 72 | No 12 | Dec 2016 International Journal of Sciences and Research Presenting the strategy "Kazakhstan - 2050: The new political course of established state", the President of the Republic of Kazakhstan Nursultan Nazarbayev emphasized, "Humanity is on the threshold of the third Technological discoveries radically change the structure and demands of global markets. Now we live in a completely different technological reality than before. Digital and nanotechnology, robotics, regenerative medicine, and many other achievements of science will become everyday reality, having transformed not only the environment but also the human himself. “We need to be active participants in these processes”, - the Leader of the nation called upon all stakeholders, starting from government agencies and private companies to

scientists (IA BNews ., 2015) The rapid growth of scientific and technical progress, the integration of Republic of Kazakhstan into the world community, the emergence of new information technologies are placing ever greater demands on higher education. Education becomes a priority direction for socio-economic development of regions. Higher school is not only to provide quality educational services, but also to contribute into the formation of the intellectual potential, the restructuring of the economy, the development of knowledge-intensive industries. 1.1 Methodology To date, a breakthrough in the training of specialists in the Republic of Kazakhstan, is entering of Kazakhstan into top five countries with the best universities, according to the first ranking of the new coverage "Developing Europe and Central Asia 2014/15", presented at a conference in Budapest, according to the rating QS Quacquarelli Symonds (Rating of universities ., 2014) Objectives of

industrial-innovative development of Kazakhstans economy necessitate the implementation of innovative methods and technologies of teaching in universities. The state has adopted a series of measures aimed at creating a network of science centers through the development of technology parks and business - incubators, which allow to integrate science and business; and to raise the quality of teaching in universities. (State, 2010) A positive example of training highly qualified specialists is the experience of the Nazarbayev University with its strategic partner in terms of Higher School of Public Policy - Lee Kuan Yew School of Public Policy of Singapore National University. The cooperation agreement involves issues of providing consulting and educational services for academic development, human resource development, infrastructure and academic staff of the Higher School of Public Policy of Nazarbayev University (Kazinform, 2015). Indicator of long-term development of higher education

institutions is, for example, Kazakh National University named after Al-Farabi, in which modern science and innovation infrastructure, research and Technology Park are developed; more than thirty Scientific Research Institutes and centers operate and carry out a large share of research projects conducted in the country. Every fifth publication of Kazakhstan, indexed by international databases Thomson Reuters, Scopus, is the contribution of KazNU named after Al-Farabi scientists. KazNU named after AlFarabi is the sole owner of special diploma by authoritative international rating agency Thomson Reuters “For outstanding achievements in the field of science” among Kazakhstani universities. Creation of educational and research centers and laboratories of world-famous companies «Hewlett-Packard», «Cisco», «Intel», «Konica minolta», «Microsoft» in KazNU shows especial international recognition of the scientific potential of the university. | Dec 2016 International Journal of Sciences and Research cooperation with the leading computer technology manufacturer in China «INSPUR» signed to create the supercomputer and cloud cluster in KazNU. Fifty-six major international research projects funded by INTAS, IAEA, EU, NATO, the World Bank, and UNESCO carried out in collaboration with international partners from China, USA, UK, Germany, Finland, Japan and other countries. The university has developed an integrative system of teaching-research and scientific-research work of students; themes of masters graduation works are synchronized with specific topics and scientific research and experimental - engineering development projects, such as the project "Innovative Almaty", the development of special economic zone "Park of innovative technologies "Alatau» (Mutanov, 2014). 1.11 The next advanced experience of Kazakhstani higher education institution is the Eurasian National University named after L.N

Gumilyov, which includes Innovation Park (IP) - a division of the University, which aims at integration of science, industry and education, development and implementation of innovative projects, high-tech problems solution of industry, social sphere. Priority activity of ENU named after L.N Gumilyov’s IP is the research in the field of alternative energy, the deep disposal of technogenic deposits, new materials. As well as the cooperation between the Eurasian National University named after L.N Gumilyov with "Kazakhmys Corporation". The goal is a joint activity in the sphere of education, science, energy efficiency industries. Under an agreement, it planned to co-create educational, scientific - industrial centers, whose activities will focus on conducting joint R&D, engaging employees in educational and scientific work of the university. In addition, LLP "Kazakhmys Corporation" will provide undergraduates, master and doctoral students of Eurasian National

University with all types of labor practices in the framework of bilateral agreements (Kertayeva, 2015). 1.12 Breakthrough success is the cooperation of International IT University with Business School iCarnegie (structural subdivision of the University Carnegie Mellon), Malaysia and number of European countries (Germany, UK). The purpose of IITU is the training of specialists that are essential for market and innovators, capable of responding to change. The objective is to teach students specific knowledge and skills and to be always "hungry" for innovation. Ten modules in the software industry from Business School iCarnegie and a program from a number of vendors (Microsoft, Cisco and IBM) allow the International IT University to make all this possible. In addition, the University has opened Apple Center, which will teach students to program on the base of operating system iOS; the center of SAP is available, as eighty percent of the established ERP-systems in the former

Soviet space are SAP products. In addition, an agreement, which opened laboratory for testing programs in the walls of the university, signed with the Huawei Company. At the same time, the Korean Center for Study by the Ministry of Education in Korea installed server, which will test cloud technologies in the Korean equipment in IITU (Shynybekov, 2015). 1.13 The opening of the Engineering Laboratory “CALS – technology” by Kazakh-British Technical University is an integrative innovation. The scope of CALS - technologies includes almost all categories of technological products, including engineering products, light industrial products, projects, services, and information products. The implementation of the concept of CALS in Engineering Laboratory carried out because of hardware and software, allowing to automate project management, configuration of 243 Vol. 72 | No 12 | Dec 2016 International Journal of Sciences and Research technology products, a variety of changes, as well

as to carry out design and technological design, modeling and analysis of business processes and many other works. Also a number of laboratories in the field of nanotechnology, advanced materials and technologies, mathematical modeling, robotics and mechatronics, computer graphics created (Torgayev, RA, 2015). 1.2 Main part Kazakhstani competitive innovation potential estimated below average among one hundred and thirty-three countries of the world according to data from the World Economic Forum. In terms of quality of science education and opportunities for research, the country ranked at sixty-eighth and seventy-second places respectively. In the future, the countrys economic growth will increasingly depend on the ability of the government to carry out reforms in the system of science and education, as well as their interaction with industry. According to L. Khudova: "One of the most important and topical directions of modernization of the economy of Kazakhstan are the formation

of a national industrial policy; and development of industrial upgrading strategy to the definition of the relevant priorities, goals and objectives on its basis. The Strategy should be implement in four main areas: "Economy", "Industry", "Science" and "Management” (Khudova, 2015). 1.21 Over the last ten years, the formation of clusters has become an important task of the state policy of the Republic of Kazakhstan in the field of regional development. Global experience of developed countries proves that clusters are among the effective tools for development of small and medium enterprises (Zagidullina & Chepikova, 2014). The Presidents message to people of Kazakhstan on November 11, 2014 Nursultan Nazarbayev accented crucial cooperation of science and business. Paying special attention to the development of "road maps" for the formation of prospective national clusters, defined the legal framework for public-private partnerships.

President has set the tasks on “the implementation of the most advanced to date instruments and mechanisms of this partnership” (The concept ., 2013). According to the "Concept of formation of prospective national clusters of the Republic of Kazakhstan" the prospective national clusters refer to a mutually beneficial co-operation of companies and organizations of the private sector, research and engineering organizations, investors, financial institutions and special areas of development (special economic zones, technology parks, industrial zones), united for the production of competitive and innovative products and services based on modern technologies and business models (Strategy Kazakhstan ., 2015) Entering local clusters into global supply chains can significantly raise the level of national technological security and improve the quality of economic growth, international competitiveness of the businesses that make up the clusters. Among the sub-sectors of light

industry the greatest potential for development in Kazakhstan is the textile industry. Perspectives for technological development of the industry are associated with the presence of natural raw materials, production facilities and human resources. Creating a cluster of light industry becomes the starting point for the formation of the product of the educational chain i.e specialists for light industry, clothing designers Now, the world textile market characterize by the fact that textile production is moving from Europe to Asia, which has cheap labor force and where potential markets are situated. Kazakhstan has all opportunities to create a powerful textile industry, if not of global significance but regional. JSC "Center for Marketing and Analytical Research" together with US consulting company «JE Austin » (attracted by the Government of Kazakhstan for the selection of competitive industries 244 Vol. 72 | No 12 | Dec 2016 International Journal of Sciences and

Research and associations and enterprises operating in these sectors and clusters) after studying and analyzing the existing regional preconditions, has proposed the administration of the South Kazakhstan region a project to create a cotton-textile cluster. Kazakhstan textile cluster established in accordance with the decision of the Government of the Republic of Kazakhstan dated June 25, 2005 № 633 "On approval of the plans for the creation and development of pilot clusters in priority sectors of the economy". The main purpose of cotton-textile cluster is the restoration of an intermediary link in a chain of benefits in cotton-textile sector to the dynamic development of the production of yarn and fabric, which has the greatest competitive potential today. Textile and light industry is one of the main sectors of the economy, which forms the budget in many countries. For the formation of the economic security of the country, the amount of domestic production should be at

least thirty percent to meet the domestic demand, while the textile and clothing industry in Kazakhstan covers only ten percent of domestic demand. Raw material base of cotton and textile industry in Kazakhstan is cotton. Cotton produced in Kazakhstan refers to medium-fiber types of cotton fiber. The main volume of produced cotton fiber is over eighty percent focused on export. 1.22 Results and discussion The problems of the textile industry in Kazakhstan characterized by the following: 245 Vol. 72 | No 12 | Dec 2016 International Journal of Sciences and Research 1) The sector represented

by enterprises, built in Soviet times, as a result - the low level of their technical equipment. : 2) Low productivity, outdated technology compared to the world analogs, the lack of quality standards, poor marketing. 3) technological features: operational cycle of release and sales makes seven months, so there is a need for a very large amount of working capital during the cotton harvest season simultaneously (high cost of capital in the Banks of Second Level) and long term (it is necessary to buy raw materials in order not to stop production throughout the year). As when you stop the enterprises, up to thirty percent of raw materials will remain on the machines in the form of semi-finished products in almost all process stages. The profitability of the textile industry is tree to seven percent and will rise to twenty five to thirty five percent only on the sewing redistribution. It is also necessary to take into account that agricultural enterprises must pay VAT in the procurement of

cotton textile, as agricultural enterprises released from VAT. Thus, VAT paid to the budget in advance, which leads to increasing in demand for working capital and diversion of large amounts of funds from the business turnover of enterprises that have not yet implemented and finished products. As a result, there is a threat to the profitability of the textile enterprises, when concluding contracts for the supply of fabrics and finished products at a fixed price - the input price of raw materials and energy prices are rising all the time, and a large amount of expensive credit funds for turnover exacerbates the unstable situation of the enterprises. This situation has resulted from the lack of a mechanism to supply the countrys raw textile enterprises with raw materials (Azhimetova, 2011). 4) The country annually produces about 100 thousand tons of cotton fiber, ninety percent of which exported. Today South Kazakhstan region has 15 ginning factories, which characterized by high power

consumption equipment, poor quality and lack of fiber produced its own raw materials. When fully loaded, they will be able to process only up to thirty percent of the total cotton volume. 5) To get started, textile enterprises require prepayment of VAT and electricity; they are highly dependent on energy prices rise. Taking into account these features of the industry, the worlds countries with developed textile industry provide it with a significant investment support: exempt from VAT, subsidized electricity, subsidizing the cost of raw materials, reimburse the cost of purchasing the equipment up to fifty percent. 6) The high import dependence. 7) A chain of benefit at the level of legislation not built in the country. 8) High value added tax and income tax block the possibility of reinvestment in the production (Research on industrial ., 2010) The rest is used by textile enterprises as LLP "Kazakh Russian Textile Alliance", JSC "Melange", JSC "Utex", LLP

«Nimex Textile» (Not easy ., 2015) 1.23 The second type of raw materials - wool, has an ambiguous characteristics Statistics show that about thirty percent of 40 thousand tons of trimmed wool exported annually, more than seventeen percent of which is in the unwashed form. Over seventy percent of the wool is lost, not processed. On the one hand, Kazakhstan has enough raw materials for the resumption of processing and production of woolen fabrics; on the other hand, due to regional climatic conditions a breed of sheep, adaptable to the rapidly climatic conditions of Kazakhstan consists mainly of coarse wool sheep. 246 Vol. 72 | No 12 | Dec 2016 International Journal of Sciences and Research When describing Kazakh wool M.K Izbaskanova defines that local raw materials is of little interest for the processing and light industry because of their qualitative characteristics regionally - climatic origin (Izbaskanova, 1993). As we analyze the demand for competitive fabrics, wool, the

marketing experience of the market shows that the products of softer manufacture of fine-wool sheep wool or llama, angora, etc., are preferred choice of consumers To solve this problem, cooperation and modernization of several sectors - livestock, agricultural, processing industry, science, technology and tourism is necessary. Tourism can create the conditions to meet the needs of the domestic market, in particular, the development of souvenir production with the introduction of elements of traditional materials. The solution to this problem would allow solving the pricing of raw materials and forming a backbone industry and the field for fashion designers in it. 1.24 The second reason is that more than ninety nine percent of existing tissue in our market today is imported from abroad, with the local production of goods made from these fabrics have a high price (Research on industrial . 2010) Fabrics of Kazakhstani production is not competitive, it is not useful for making clothes.

According to the director of the production company "Kaz NPO Pro-sport» Svechnikova E.A, one hundred percent of raw materials, equipment, auxiliary materials used by the company are imported (Svechnikova, 2014). The problem of narrow-oriented needs of the self-sufficiency of the production carries a problem of demand for specialists in the field of designing clothes. Innovative way of development of global countries is one of the main conditions for the modernization of society. One of the most important areas of the general concept of modernization of the society is an industrial modernization. Minister of Investment and Development of Kazakhstan Asset Issekeshev, speaking in front of peoples deputies during the Government Hour on the problems of light industry in the Majilis, noted that in 2014 the share of light industry in the economy amounted 0.34% (02% in 2008) The share of light industry in the processing structure in 2014 amounted 1.11% (in 2008 0,82%) (Research on

industrial , 2010) According to the head of the Association of Light Industry Enterprises of Kazakhstan Lyubov Khudova, "the share of light industry in the industrial structure of the republic has decreased from 2.3 to 03 percent for 2000-2014 years The number of industrial personnel only for the period decreased from 25.6 to thirteen thousand people. The number of actively operating companies does not exceed forty percent This leads to a decrease in revenues of the country. The low percentage of capacity utilization rate of existing enterprises in Kazakhstan (Khudova, 2015). For comparison, in the Soviet period Kazakhstan light industry formed twenty five percent of the budget of the republic, the share in the processing was twenty-one percent. Two flagship labored more people than now in the industry: Alma-Ata cotton factory employs more than ten thousand. import substitution in light industry in 2001-2003, the creation of textile cluster, branch program for 2010-2014), domestic enterprises usually do not show faster growth. 1.25 Thus, for the second industrialization program selection made by more pragmatic industrial criteria: employment and the impact on the economy, the level of benefit and innovative potential. Since the beginning of the first five-year program of development of the industry made emphasis on the social part: it was necessary to develop the industry to provide minimum economic security of the country and provide employment to female hands (Kazinform, 2015). 247 Vol. 72 | No 12 | Dec 2016 International Journal of Sciences and Research There are number of unresolved problems that are of systemic nature in Kazakhstan: a significant depreciation of fixed assets; a small share of export of products with high added value; low share of consumption of domestic goods industry lack of qualified human resources due to

unattractive working conditions the absence of many components of the raw material base, the need to import materials and accessories from Europe and Southeast Asia, the increase of delivery of products periods; high import taxes from third countries; "Kazakhstan" brand low awareness in foreign markets (Research on industrial ., 2010) Light industry enterprises can improve the competitiveness of its products because of innovation through the following methods: technical re-equipment of sector through the implementation of investment projects, including the participation of foreign investors; implementation of progressive technologies (new technologies for color products, knitting machine, seamless connection parts, gluing joints and other.); stimulating the development and use of new processes and materials that reduce material and energy intensity of production (creation of "smart clothing" with the use of new materials); implementation of automated process control

systems and automated design methods and design of competitive products; increase productivity and efficiency of industry (Khudova, 2015). Light industry of Kazakhstan provides the consumer market with a wide range of consumer goods (clothing, footwear, textile and leather haberdashery, etc.) The production of processing - technical and special purposes takes great place. Products of the sector have a direct influence on the decision of the state task on improvement on demographic situation in the country, to create conditions for increasing the birth rate. The major direction of increase the efficiency of light industry is to create competitive products for its subsequent sale on the domestic and foreign markets. Meeting this challenge requires innovation activity, the use of the results of research and development at the enterprises of the industry, as determined by the state of scientific and technical potential of industrial science, production capacity and volume of potential

investments that can be direct towards innovation. Analysis of innovation in light industry shows low demand of industrial enterprises in the basic scientific and technical achievements and technologies, which contributes to the technological gap in the industry and negatively affects the competitiveness of products. According to the researchers, to create a sustainable innovation activity trend in light industry it is necessary: to implement a complex of measures on legal and organizational support of innovative activity from the side of the state; to economically support companies and organizations involved in innovation activities; to support innovation activities at different levels; to develop international cooperation in the field of innovation (Khudova, 2015). The development of science, engineering and technology in the light industry in the coming years is advisable to carry out in the direction of improvement of process equipment, increasing the use of domestic natural raw

materials (wool, cotton), expanding the range and creating competitive products. Dr. Zhilisbayeva, professor believes that to solve scientific and technical problems and innovative output of light industry and industry for the modern level, it is advisable to carry out the following activities: 1. In order to create high-tech, flexible, environmentally friendly and resource industries; to 248 Vol. 72 | No 12 | Dec 2016 International Journal of Sciences and Research develop and implement high technologies on the basis of fundamental and applied research in the field of efficient use of natural raw materials (wool, cotton), it is necessary to use the achievements of biotechnology, various types of machinery, chemistry, information technology. 2. To improve the system of certification and standardization, to develop methods and criteria for assessing the performance properties of materials and products. Develop specifications and technical documentation in accordance with

international standards. 3. Create major scientific organizations of the industry, with unique capabilities for research, equipped with highly qualified personnel and experimental base. 4. To improve international cooperation with foreign organizations in the priority areas of engineering and technology sector (Zhilisbayeva, R.O, 2014) Industrial science as well as fundamental is currently experiencing a period of deep crisis caused by lack of demand, underfunding, and the loss of scientific personnel for a variety of reasons. Now it again the time of demanded of science, especially the industry - as a conduit, the connective tissue between the high-tech development of academic, university research and industry. That is why one of the most pressing problems is the integration of science and education, development of scientific and educational centers. In this regard, some experience gained by scientists of Almaty Technological University. Therefore, they have developed a number of

projects for obtaining new materials with special properties, as well as new types of special clothing. This direction solves significant technological problems due to the use and reproducible available domestic raw materials, which are currently in a large amount not used and lost. Another important area is the development of criteria and methods for determining the safety of non-food products, aimed at ensuring and preserving consumer health. Zhilisbayeva RO State and prospects of development of industrial science in light industry. 1.3 In order to promote promising garment companies Kazakhstan will launch in a program to support the export of goods through the concept – KAZBRANDS from 2016. Kaznex Invest Agency reports that Kazakhstan brand products will appear on four areas. Primarily through the initiative "national champions" in which 32 companies have been selected. Secondly, the government will support existing exports, with potential growth in foreign markets. The

third area involves the promotion of the brand under one of several groups of products according to different sectors - the umbrella brand. Finally, the fourth line will create a unique brand: innovative and high-tech products developed in Kazakhstan with the involvement of multinational companies. Now, the agency is developing a methodology for the selection of companies. Priority given to the following industries: mechanical engineering, chemical industry, metallurgy, construction materials and food products (Zhilisbayeva, 2014). Since, in this situation, the light industry of Kazakhstan ousted from the list of promising sectors for the training of specialists, the system of higher education requires to look for new ways to adapt acceptable with a reference to the competitiveness and be multi-specialists. This implies a revision of the trajectories of training in high school and reorientation of educational programs to the needs of the industry and market. 249 Vol. 72 | No 12 |

Dec 2016 International Journal of Sciences and Research 1.31 "Science for industry" – today this idea is the main strategy in the formation of a new model of training specialists in the education system, creating human capital, which is to a great extent determines the countrys economic potential. The priority task of solving this problem is the need to bridge the gap between education and the real economy. Conclusion Thus, the study of international and blight experience, the results of many years of scientific research, allow us to formulate the following positive ideas for the formation of social and sought-after experts in the field of light industry in Kazakhstan in the conditions of modernization of production technologies: - a wide range of various forms of improvement and confirmation of
