Purpose To prescribe management procedures for Engine/Propulsion System Module (EPSM) and reporting procedures for the Decision Knowledge Programming for Logistics Analysis and Technical Evaluation (DECKPLATE) Engine Transaction Report (DECKETR) website as outlined in references (a) and (b). This

instruction establishes guidelines that will be used by all aircraft EPSM custodians. 2. Cancellation This instruction supersedes Naval Air Systems Command (NAVAIR) instruction 13700.15D, of 9 Feb 04 Since this is a major revision, changes are not indicated. 3. Scope This instruction applies to all United States Naval and Marine Corps Aviation aircraft EPSMs and components for which NAVAIR has logistics and engineering management responsibility. The exceptions to this are prototype and experimental models whose type model series begins with the letters "X" or "Y". All reporting activities, government and commercial, shall adhere to the procedure:; in this instruction. The procedures of this instruction shall be made a contractual requirement for non-organic support of EPSMs defined above. NAVAIRINST 13700.153 NOV 1 0 2008 4. Engine Transaction Reporting (ETR) All EPSM management reporting throughout Naval Aviation is accomplished by using an ETR via DECKETR

through the DECKPLATE website, http://www.navairnavymil/logistics/deckplate/ The DECKPLATE is a data warehouse providing accurate and timely data on EPSM status, location, and condition to all echelons of management within the Naval Aviation Enterprise. Data provided through DECKETR is the basis for supporting requirement computations and budget requests for spare EPSMs, repair parts and requirements. Reporting custodians enter EPSM status changes in DECKETR from initial receipt into Government custody until stricken from the inventory. Reference (b) discusses both system overviews and procedural guidelines regarding DECKETR in detail. Changes in EPSM condition, location or status are reported via an ETR as they occur, using codes and procedures detailed in Reference (b). Enclosures (1) and (2) provide definitions of terms and acronyms used extensively throughout this instruction and its enclosures. a. Reporting Situations An EPSM will be reported in DECKETR any time a change in its

status, condition or custody occurs. Reference ( b ) provides a comprehensive list of reasons for submitting reports on EPSMs. The most common situations include: (1) an installed EPSM is transferred to or received from another activity unless it falls under the exceptions listed in paragraph 5, section K, subsection 2a and b; (2) an uninstalled EPSM is transferred to or received from another activity; (3) an EPSM is installed into an aircraft; (4) change of an EPSM position on an aircraft; (5) an EPSM is moved from one aircraft to another (cannibalization); (6) when reporting End of Quarter (EOQ) flight hours on installed EPSMs; ( 7 ) an EPSM is removed, for other than 0-Level actions, for repair, modification, cannibalization action or Major Engine Inspection (MEI); NAVAIRINST 13700.153 NOV 1 0 2008 (8) an EPSM is inducted for repair or modification; (9) a module is removed from or installed on a propulsion system; (10) an EPSM undergoing repair is delayed and is Awaiting

Parts (AWP); (11) an EPSM undergoing repair is Awaiting Maintenance ( A W M ); (12) an EPSM completes the repair process or modification; (13) an EPSM series change occurs; (14) the completion of a Quick Engine Change Assembly (QECA) buildup or attachment of all modules to a propulsion system; (15) an EPSM is declared Beyond Capability of Maintenance (BCM) at a Fleet Readiness Center FRC I-level site, Outside the Continental United States (OCONUS) Aircraft Intermediate Maintenance Department, Afloat Aircraft Intermediate Maintenance Department (AIMD) or Marine Aviation Logistics Squadron (MALS) and transferred to an FRC Depot site for repair or to the appropriate supply center to await repair Note: The BCM codes are at the Designated Repair Point (DRP). non-existent in the new DECKPLATE reporting system so the BCM action will be documented in the remarks/ miscellaneous section of the ETR; (16) an EPSM is allocated for repair at the DRP; (17) an EPSM is downgraded to Not Ready for

Issue (NRFI) or unserviceable; (18) when EPSM at an FRC or the DRP is Ready for Issue (RFI) and the discrepancy could not be duplicated or repaired by repair/ replacement of installed EPSM accessories; (19) an EPSM is bailed, loaned or stricken from the inventory; NAVAIRINST 13700.153 NOV 1 0 2008 (20) an EPSM is designated as a test cell correlation EPSM; and, (21) when disposition instructions have been requested from Naval Inventory Control Point (NAVICP) by the controlling custodian for an EPSM, which has been determined to be in excess of fleet requirements. b. Reporting Responsibilities (1) Controlling custodians are Type Commander (TYCOM) level activities that are responsible for ensuring subordinate reporting activities submit transactions as changes in EPSM status, custody or condition occur. The TYCOM reporting and financial responsibility commences when the DECKETR transaction reporting transfer of an EPSM is submitted. The previous reporting activity ends when the

similar transaction is submitted transferring the EPSM to another custodian or is stricken from the active inventory. (2) Reporting custodians are responsible for submitting ETR reports on all EPSMs in their custody. Transactions are to be submitted no later than midnight, local time, and the first working day following the day a status change occurs. For DECKETR purposes, FRCs and commercial activities are subordinate and responsible to the controlling custodian for accuracy and timeliness of reporting. (3) Reporting custodians are responsible for complying with the reporting time frames in this instruction even when EPSMs are received without supporting documentation, including logs and records. In these instances, operating hours from the transferring ETR will be used and an entry will be made in the remarks section citing the missing documentation. (4) Guidelines/Procedures for reporting in DECKETR are contained in reference (b). 5. The EPSM Management Policies and Procedures

a. Serviceable Spare EPSMs These will normally be in the custody of a controlling custodian. The EPSMs returned to RFI condition by an organic depot (e.g FRC), commercial or interservice repair activity will be delivered immediately to a NAVAIRINST 13700.15E NOV 1 0 10flA Fleet Industrial Supply Center (FISC), Supply Officer (SUPPO) or Defense Contract Management Agency (DCMA) for further transfer. Assignment of spare EPSMs will be according to the latest monthly "Assignment of Planned Engine Production" letter promulgated by NAVICP, Code 0331. b. The EPSMs at Center for Naval Aviation Technical Training (CNATT). The EPSM transfers to CNATT, will be directed by NAVICP, Code 0331, via the controlling custodian. This also applies to exchanges of EPSMs currently at CNATT. The frequency of asset exchanges will depend on the individual EPSM but should be made at least every 3 years. The following procedures apply when an updated EPSM is required by CNATT: (1) the cognizant

TYCOM will identify an EPSM serial number of the correct type/model/series (T/M/S) for transfer to CNATT . (2) the CNATT will have a local representative screen candidate EPSM logbooks and records to determine if the EPSM is in proper configuration and meets training requirements. (3) the CNATT will provide NAVICP, Code 0331, the EPSM serial number nominated for exchange. (4) the activity having custody of the EPSM nominated for exchange will retain custody until NAVICP issues disposition instructions. (5) the NAVICP, Code 0331, will review the exchange request for possible impact on Fleet support and issue disposition instructions for the EPSMs affected and coordinate their exchange. (6 ) the EPSMs are considered unserviceable once transferred to CNATT. The EPSM must be forwarded to the appropriate site for depot level repair prior to further Fleet use. c. The EPSMs Used in Navy Technical Training Serviceable and unserviceable EPSMs assigned to Navy technical training other than

CNATT will be stricken from DECKPLATE and carried in the Navy plant account inventory. When such EPSMs are no longer required for technical training, disposition instructions must be obtained from NAVICP, Code 0331. NAVAIRINST 13700.15E NOV 1 0 2008 d. Board of Inspection and Survey (BIS) Aircraft When EPSMs is installed in or allocated as spares for aircraft undergoing a BIS program will be reported as follows: (1) activities initiating contracts for BIS aircraft will ensure that DECKETR reporting requirements are clearly defined and included in the applicable contract. If reporting requirements are not included in the contract, the activity initiating the contract will assume all such reporting responsibilities, and (2) uninstalled BIS EPSMs in the custody of a supply department FISC will be reported by the controlling custodian. e. Fleet Introduction Program (FIP) Aircraft When EPSMs is installed in or allocated as spares for aircraft in the FIP will be reported by the

controlling custodian. f. Research, Development, Test and Evaluation (RDT&E) Aircraft. When EPSMs are installed in or allocated as spares for aircraft employed in research and development, it will be as follows : (1) the NAVAIR (AIR-5.0) is the controlling custodian for all RDT&E EPSMs. (2) if reporting requirements are not included in applicable contracts, installed and uninstalled EPSMs in the custody of a contractor will be reported by the NAVAIR reporting custodian administering the RDT&E contract with direction from NAVAIR (AIR-5.0) (3) installed and uninstalled RDT&E EPSMs in the custody of a Navy squadron or activity that is not a NAVAIR reporting custodian will be reported by the controlling custodian providing EPSM support. g. Removal of Serviceable EPSMs to Facilitate Other Maintenance (FOM): When EPSMs are removed from aircraft for organizational level maintenance or to FOM and reinstalled on the same aircraft, in the same position, will not be reported in

DECKETR. NAVAIRINST 1 3 7 0 0 . 1 5 E NOV 1 0 ?nnR h. Changes in EPSM Series If an EPSM series is changed, the change will be reported in DECKETR under the new series. System management is based upon series as well as type and model. Reporting custodians will ensure all Aeronautical Equipment Service Record (AESR) pages reflect the series change. Should the change in series occur while undergoing repair, an appropriate "series-change" status will be reported after repair completion. Series changes shall be accomplished by Technical Directive (TD). Type/model and manufacturer will never change i. Reclamation In Lieu Of Procurement (RILOP) Once NAVICP issues disposition instructions directing an EPSMs assignment to RILOP, they become the controlling custodian. In most cases, the reporting custodian is the activity performing the RILOP action and is responsible for updating DECKETR. The reporting custodian will clearly annotate the AESR cover page with the word

"RILOP" in large bold letters. Refer to reference (a) for disposition instructions of the EPSMs Aeronautical Equipment Service Record. (AESR) j. The F414 EPSMs: The NRFI/Unserviceable F414 EPSMs that are to be repaired at FRCSE Jacksonville, Florida are first transferred directly to a Central Distribution Facility. The Central Distribution Facility then transfers the EPSM to FRCSE Jacksonville for induction, repair/modification. Upon return to RFI condition, the EPSM will be delivered immediately to a FISC, SUPPO, or DCMA for further transfer. k. Receipts and Transfers of Installed EPSMs (1) When an aircraft is transferred to another controlling or reporting custodian, an ETR for the installed EPSMs shall be submitted by the transferring activity when the aircraft physically departs. (2) Generally, an installed EPSM transfer action shall be reported in DECKETR when an aircraft departs the physical custody of the reporting activity for repair/modification. Aircraft that

undergo Standard Depot Level Maintenance (SDLM) or Phase Depot Maintenance (PDM) events fall under this category. Exceptions to this rule are: (a) the aircraft and EPSMs are being preserved for shipment at a military or commercial repair site; or, NAVAIRINST 13700.153 NOV 1 0 2008 (b) the aircraft movement is to facilitate an Integrated Maintenance Program (IMP)/Planned Maintenance Interval (PMI) event. (3) In all exception cases listed above, no transfer or receipt ETRs are required. Reports on EPSM removal and installation, as well as, EOQ reporting remain the responsibility of the aircrafts reporting custodian. Should maintenance involving EPSMs occur during one of these exception events, it is mandatory that the activity performing the rework notify the reporting custodian as soon as possible. (4) In cases where an ETR is sent transferring the EPSM, the reporting custodian will no longer have reporting responsibilities (ETR/EOQ) until the aircraft with installed EPSM returns

to their physical custody. At that time, a receipt transaction shall be submitted. (5) The TYCOM/MALS/FRCs/Defense Distribution Center (DDCN)/ Defense Logistic Agency (DLA)/FISC/DCMA shall monitor transfers and receipts of EPSMs under their cognizance. All concerned shall expend every effort to correct errors preventing proper ETR receipt. It is the responsibility of the receiving FRC area command/MALS to ensure subordinate commands resolve ETR discrepancies. In the absence of a type FRC area command/ MALS, the receiving commands controlling custodian shall assume this responsibility. (6) Fleet interservice or commercial repair activities receiving aircraft with EPSMs installed are responsible for submitting ETR receipt transactions. Those activities are also responsible for submitting the ETR transfer action once physical custody of the EPSMs have been transferred to another activity. The command initiating the relocation is responsible for ensuring reporting requirements are a part

of applicable governing documents, i.e contract, memorandum of agreement, or similar documents. (7) All installed EPSMs transferred to a FRC/commercial repair facility are to be received with the organizational code of the controlling custodian that transferred the EPSM. All activities are responsible for timely and accurate input of all ETRs and EOQs while the EPSM is in their custody. NAVAIRINST 13700.15E NO" 1 0 2008 (8) If an EPSM is downgraded or removed from SDLM, IMP, and PMI aircraft for induction at FRC, it must be removed via an ETR with the owning TYCOM as the controlling custodian. A second ETR citing a non-physical asset transfer between controlling custodians is then transmitted with NAVICP (Code 0331) as the receiving controlling custodian. (9) New EPSMs shall initially be reported by the government agent accepting delivery. This is normally the Program Management Activity (PMA) with DCMA acting as the initial reporting custodian. New EPSMs designated for

Foreign Military Sales (FMS) shall not be reported in DECKETR. 1. Shipments of Uninstalled EPSMs (1) A RE1 EPSMs exceeding 40 days in transit and NRFI EPSMs exceeding 80 days transit time will be included in special-interest reports posted in reference (b). The EPSM management activities are to follow-up on delinquent receipts listed therein. If the EPSM is not located after 180 days elapsed transit time, a Financial Liability Investigation of Property Loss, DD Form 200, located at: http://www.dticmil/whs/directives/ shall be required from the activity listed in DECKETR as having current custody. It is the receivers responsibility to followup on all shipments that are overdue. ( 2 ) All EPSMs, both RFI and NRFI, will be shipped Transporta tion Priority 1 (TPl), Required Delivery Date (RDD), max series on a RDD is 999. ( 3) To ensure EPSM shipment visibility throughout the Department of Defense (DoD) transportation system, the EPSM serial number must be linked to a valid

Transportation Control Number (TCN) in DECKETR. The full 17 digit TCN (eg N000192125G123XXX) used in shipping must be entered on every shipping ETR (XX-60 status-star code) where the EPSM is inducted to the DoD or Naval Transportation System (NAVTRANS) (i.e shipped off station). (4) There is a separate field provided in the on-line DECKETR database for entering document numbers or TCNs. Message ETRs should include the TCN or document number in the remarks section. NAVAIRINST 13700.153 NOV 1 0 2008 (5) A standard TCN is arranged in the following format: Positions 7 1-6 NO0019 1 DODAAC Calendar Year 8-10 125 Julian Date 11-14 GI23 Sequence Number 15-17 XXX Partial Shipment - The first six alphanumeric characters of the TCN are made up of the Department of Defense Activity Address Code (DODAAC). These activities are authorized to ship and receive material and to prepare documentation or billings. The DODAAC of a TCN normally indicates the receiving or destination unit for the

TCN cargo. - Julian Date. The next four characters are the Julian Date constructed using the following format: 1st character is the last digit of the calendar (8=2008) and characters 2 through 4 are the current julian date (025 = 25 Jan). - Shipping sequence number. The third set of digits represents the number of shipments made on that date from a particular shipping facility. - Suffix code "XXX". Always use "XXX" for EPSMs and modules. This indicates that the entire shipment was given to the carrier at one time. Older editions of Naval Supply publications advised using "XXX" for RFI assets and "RXX" for NRFI ones is no longer valid. Using anything other than "XXX" for a suffix code could, at a minimum, delay EPSM shipments or, worst case, cause them to be misrouted or lost. (6) Without a valid TCN entered in DECKETR, visibility of the EPSM is lost throughout the transit period. Invalid or missing TCNs on ETRs will require submission

of an ETR correction report. (7) In instances where EPSMs are transferred without induction into the DoD/NAVTRANS system, the 8-digit document number (e.g 2137G444) will be entered in the remarks section of the ETR instead of the 17-digit TCN. An example would be transferring an EPSM from one reporting custodian to another collocated on the same air station, i.e squadron to FRC It is important to use the 4-digit Julian date in the document number (e.g 2137G444) instead of the 5-digit date used on the Visual NAVAIRINST 13700.153 NOV 1 0 2008 Information Display System/Maintenance Action Forms (VIDS/MAF) or work request. In instances of on-station transfers, entering a 17-digit TCN causes unnecessary searches and will be grounds for submission of an ETR correction. (8) If the destination for an EPSM is unknown, contact the controlling custodian for guidance. (9) It is the shipping activitys responsibility to ensure all previous shipping documents and markings are removed or

obliterated from the EPSMs shipping container. (10) The NAVAIR, NAVICP, and controlling custodians will prescribe transportation shipping priority 1 as applicable for EPSMs under their cognizance. m. * Engines/Modules Undergoing Repair (1) When all modules have been removed from a propulsion system and all that remains is the serial number data plate (e.g cannibalization), the data plate shall be stored in the envelope glued to the inside cover of its AESR. (2) Assembled modular engines will never be reported as undergoing repair as an assembly. NOTE: (T700 engines are allowed to have a repair ETR documented corresponding to a degree of repair). The modules must be allocated individually for repair prior to induction and reported in that status by serial number and type model series. Non-modular engine repair will be reported by the engines serial number. (3) For DECKETR documentation purposes, the "in-work" repair status commences on the date the engine or module is

inducted, not the date it is received. The EPSM shall remain "in-work" until the repair cycle is delayed (AWP/AWM) or completed. AWP and AWM situations shall be reported immediately, and the unit returned to "in-work" once the delay is resolved. As soon as the repair is complete, maintenance activities shall report the EPSM "RFI". (4) Should an engine or module receive a change in series while undergoing repair, an appropriate series change status will be reported after repair completion. NAVAIRINST 13700.15E NOV 1 0 2008 n. Engine Disposition Aircraft Strike (1) Stricken Aircraft Reclamation and Disposal Program (SARDIP): Do not use the aircraft strike order and associated SARDIP notification to strike EPSMs. If engines are to be stricken with the aircraft, separate strike instructions must be issued from NAVICP, Code 0331, with the controlling custodians concurrence. Notification of the engine/propulsion system disposition will be provided to the

controlling custodian after NAVICP Logistics Element Managers (LEMs) and TYCOM EPSM managers evaluate the EPSM T/M/S support file. NOTE: An EPSM not receiving a strike instruction must wait for disposition instruction from TYCOM/NAVICP. (2) Mishap: When an aircraft is involved in a mishap and the engine/propulsion systems are recovered, the reporting custodian shall not submit ETRs on the installed engine/propulsion until directed by the controlling custodian. The reporting custodian shall send a naval message to the respective TYCOM, with NAVICP, Code 0331, as info addressee, requesting disposition instruction on the engine/propulsion system after one of the following has occurred: (a) the safety center has completed its investigation; (b) the AESRs have been released to the reporting custodian; or, (c) the aircraft is stricken prior to (a) and (b) listed above. Once the aircraft has been stricken due to mishap and the engine/propulsion system is still installed, the reporting

custodians shall update DECKETR. (3) Excess: When installed engine/propulsion systems under the controlling custodians are excess to their activitys requirements, the controlling custodian shall contact NAVICP engine LEM for final disposition (4) After removing EPSMs from the stricken aircraft, the reporting custodian, controlling custodian and all other entities holding administrative documents pertaining to the EPSM will forward them to NAVICP, Code 0331, for archival storage. The only exception to this is the engine/propulsion system AESR that will be disposed of per reference (a). The NAVICP shall be NAVAIRINST 1 3 7 0 0 . 1 5 E NOV 1 0 7008 the sole archive and is responsible for maintaining administrative accountability for all EPSM strike, salvage, EMS and all other dispositions. (5) Once EPSM disposition is determined, NAVICP engine LEMs shall issue a naval message to the controlling custodian citing appropriate status-star code to update DECKETR. Controlling custodians

shall forward disposition instructions to the reporting custodian. The reporting custodian shall update DECKETR as directed. The NAVICP LEMs are the only activities authorized to issue strike disposition instructions. These disposition instructions must be issued via naval message. 6. Responsibilities a. Naval Aviation Systems Command (1) Industrial and Logistics Maintenance Planning/ Sustainment: Propulsion and Power Branch (AIR-6.732) (a) provide program oversight; (b) monitor the controlling and reporting custodians management of their respective EPSM; (c) establish policy for EPSM accountability including actions to be taken when in-transit parameters are reached or exceeded, normally when RE1 engines exceed 40 days in-transit and NRFI engines exceed 80 days in-transit; and, (d) Provide direction to controlling custodians concerning the requirements of this instruction. (2) Research, Development, Test and Evaluation (AIR 5.0) (a) act as controlling custodian for all EPSMs

assigned to NAVAIR RDT&E as previously described in paragraph SF, section 1; and, (b) monitor and initiate corrective action on EPSM overdue in-transit reports (40 Day RFI and 80 Day NRFI) available at reference (b). NAVAIRINST 13700.lSE NOV 1 0 2008 ( 3 ) Program Management Activities: (a) act as controlling custodian for all EPSMs assigned to NAVAIR Field Service Activities and all other EPSMs assigned generically to NAVAIR; (b) ensure agents acting on their behalf do not enter EMS EPSMs in DECKETR; (c) ensure EPSM accountability whenever contracts, memorandums of agreement or other similar documents cause installed or uninstalled relocation of EPSMs. The command initiating the relocation is responsible for ensuring receipt, transfer, EOQ reports and change of condition transactions reporting requirements are a part of applicable governing documents; (d) ensure EPSM requirements for accountability and reporting in DECKETR or by naval message to the controlling custodian are

clearly defined in contracts, memorandums of agreements, or other like documents when other agencies or Contractors will receive, transfer or dispose of EPSMs for the United States (U.S) Navy or Marine Corps The command initiating the contract, memorandum of agreement, or other like document is responsible for ensuring DECKETR compliance; (e) act as controlling custodian for new acquisition EPSMs until assigned to a TYCOM. be the reporting custodian; and, In this instance, DCMA would (f) monitor and initiate corrective action on overdue in-transit reports (40 Day RFI and 80 Day NRFI) available at reference (b). (4) International Program Department (AIR-1.4) Ensure agents acting on their behalf do not enter FMS EPSMs in DECKETR (5) Fleet Readiness Centers/Industrial Repair Sites (a) act as reporting custodian for all EPSMs under their direct cognizance; (b) do not report "in-work" status until EPSM is in process of being un-canned with intent to place in work. Do not

NAVAIRINST 13700.15E NOV 1 0 300R report "work completion" until packaging and preservation is complete; (c) report AWM and AWP time appropriately; (d) submit EOQ reports for all installed engines in their custody; (e) monitor and take corrective action on overdue in- transit reports (40 Day RFI and 80 Day NRFI) available at reference (b) in which they are involved as either recipient or transferring activity; and, (f) comply with engine transaction reporting requirements, even if the EPSM is received without supporting documentation or logs and records. Annotate the documentation missing in the "Remarks" section of the ETR. Immediately notify the controlling custodian and sending activity if the EPSM is received without documentation. b. Defense Contract Management Agency (1) Ensure EPSM accountability whenever contracts, memorandums of agreement or other like documents cause installed or uninstalled relocation of EPSMs. The command initiating the relocation is

responsib1.e for ensuring receipt, transfer, EOQ reports and change of condition transactions reporting requirements are a part of applicable governing documents. NAVICP is the authority activity for final disposition when EPSM are not required to support active fleet requirements. (2) Act as Controlling Custodian for: (a) the NAVAIR Field Service, Type Command "X", in the custody of the AMARG at Davis Monthan Air Force Base Arizona; (b) act as liaison with Naval Supply Command for all EPSM issues with FISC and DLA; (c) assignment of DECKPLATE/DECKETR update responsibilities to an activity if deem appropriate, if DECKPLATE is not

available at a site: (d) the EPSPI under the control of commercial activities; (e) the EPSM under the control of organic depot other than aircraft SDLM installed engines; (f) strike zuthority for all EPSMs; (g) final disposition instructions for EPSM that are in excess of fleet requirements; and, (h) the EPSMs assigned to interservice maintenance depots via Depot Maintenance Interservice Agreement (DMISA). The FISC/Defense Distribution Depot (DDD) (1) The FISC/DDD/SUPPOs are responsible for submitting transactions on all EPSMs received in or transferred out of their custody. In cases of an RE1 EPSM received into the TYCOMs pool (FISCs Norfolk or San Diego) or for SDLM engine replacement, the controlling custodian will be the TYCOM supported by the FISC/ DDD/ SUPPO. Controlling Custodian /Type Commander: Commander Naval Air Forces (CNAF), Chief: of Naval Air Training (CNATRA), Naval Reserve Forces (NAVRESFOR), NAVAIR. (1) Act as reporting custodian for all EPSMs under their direct cognizance and not assigned to subordinate commands. (2) Provide direction to reporting custodians concerning the requirements of this instruction. (3) Monitor the management and reporting of ESPMs by reporting custodians. (4) Ensure EPSM accountability whenever contracts, memorandums of agreement or other like documents cause installed or uninstalled relocation of EPSMs. The command initiating the

relocation is responsible for ensuring receipt, transfer, EOQ reports and change of condition transactions reporting requirements are a part of applicable governing documents. (5) Ensure engines under their cognizance are not stricken without specific authority from NAVICP, Code 0331. (6) Monitor and initiate corrective action on subordinate commands overdue in-transit reports (40 Day RFI and 80 Day NRFI) posted at reference (b). (7) After notification of an EPSM strike by NAVICP and all investigations are complete, the controlling custodian and all other entities holdi-ng administrative documents pertaining to the EPSM will forward them to NAVICP, Code 0331, for archival storage. continued DECKETR reporting for EPSMs leaving their custody that are being assigned to RILOP activities not having DECKETR capability. f. Naval and Marine Corps Air Stations, FRCs, Afloat AIMDs, MALS and Air-Capable Ships (1) Submit EOQ reports on installed engines in their custody (e.g OMD aircraft) (2) When all components have been removed from an EPSM and all that remains is the serial number data plate (e.g cannibalization), the data plate shall be stored in the envelope glued to the inside cover of its AESR. (3) Comply with engine transaction reporting requirements even if EPSM is received without supporting documentation. Immediately notify controlling custodian and sending activity if EPSM is received without supporting documentation including logs and

records. In these instances, use operating time data from transferring ETR and make specific note in the remarks section of the transferring ETR of the missing documentation. (4) Ensure all previous shipping documents and markings are removed or obliterated from the EPSMs shipping container before placing an EPSM in the container for shipping. (5) Notify the controlling custodian of any and all engines which are physically located in their cognizance but for which they are not the reporting custodians. (6) Act as reporting custodian for all EPSMs under their direct cognizance. See Reporting Custodian responsibilities later in this section for further information. (7) When notified of a RILOP status, submit appropriate ETRs . h. Controlling Custodians. Are type commander activities that are responsible for ensuring subordinate reporting activities (i.e reporting custodians) submit transactions as changes in EPSM status, custody or condition occur. Designated Repair Point (DRP). A depot level repair facility assigned the technical and repair responsibility for designated weapon systems. - A specialized ETR, submitted End Of Quarter Report (EOQ). quarterly, which updates the number of flight hours accumulated and assists in the accounting for installed EPSMs. Engine/Propulsion System Module. For purposes of this instruction, this term includes all aircraft engines, propulsion systems, modules and reportable components used for powering flight. The acronym EPSM will be used interchangeably for engine modules, entire engines and engine components (e.g F414 afterburner) deemed reportable by NAVAIR or TYCOMs. Exceptions to this are experimental. systems with a Type Equipment Code (TEC) beginning with letter

"X" or "Y" . Engine Transaction Report (ETR). Message report or worksheet prepared by engine reporting custodians to report a change in the status or location of an aircraft EPSM. ETR Data Element. Data fields required on engine transactions to identify engine conditions and current situation. Data elements to be reported and requirements for each data element are contained in enclosure (1). Firewall. The section of an aircraft to which an engine/propulsion system may be installed. Major Engine Inspection. Air Force, commercial contractors or other government agencies having physical custody of EPSMs, for which NAVAIR PMAs or NAVICP (if AMARC is the reporting custodian) is the controlling custodian. Fleet Readiness Center/Commercial Repair Activity. A reporting custodian for EPSMs undergoing repair or installed in aircraft that are undergoing repair at depot maintenance activities( i.e Standard Depot Level Maintenance (SDLM), Integrated Maintenance Program (IMP), Phase Depot Maintenance (PDM), special repair or modification) . Pool EPSM Ready for Issue (RFI). The EPSMs available for support of installed EPSMs. Uninstalled NRFI EPSMs are considered pool assets unti1 determined to be unserviceable and are downgraded to that status. Propulsion System Serial Number (PSSN). A unique serial number assigned to a propulsion system for purposes of identification and tracking. PSSNs for newly acquired propulsion systems are assigned by the manufacturer and input by NAVAIR. They are not duplicated

in other T/M/S EPSMs. Quick Engine Change Assembly (QECA). An engine assembled with a Quick Engine Change Kit (QECK) and all accessories, less a propeller for turboprop engines. A QECA provides the rapid installation of a RFI engine in an aircraft and minimizes downtime and logistic requirements when replacing engines in a non-supported location. Quick Engine Change Kit (QECK). A composite of hoses, fittings, lines, tubing, connectors, clamps, etc., which allows a nude engine to be run on an engine test cell or an aircraft. A QECK is combined with a bare (nude) engine to build up a QECA. Enclosure (1) NAVAIRINST 13700.15E NOV 1 0 30nR Repair. Work performed on engines and modules to restore a unit to an acceptable operating condition. This includes necessary preparation, correction, inspection, replacement of parts, adjustment, re-assembly,, calibration and testing. First-degree Repair. components to an acceptable operating condition when the repair includes compressor rotor replacement/disassembly to the extent the compressor rotor could be removed. Additionally, any repair beyond that authorized for a second-degree activity, but not to the extent required to be performed at Depot Level. Second-degree Repair. The repair of a damaged or non-operating gas turbine engine or module, its accessories, or components to an acceptable operating condition. Second-degree repairs include the repair/replacement of turbine rotors and combustion sections, including afterburners, the replacement of externally damaged, deteriorated, or time limited components, gearboxes, or accessories, and minor repairs to the compressor section. Third-degree Repair. This repair encompasses major engine inspections and the same gas turbine engine or module repair capability as second-degree except certain functions that require high maintenance man-hours and are of a low incidence rate. Custodian. The activity having physical custody of an EPSM. The reporting custodian is required to submit an engine transaction report whenever an EPSMs status changes.
